Third-party mod delivers the Start Menu Windows 11 deserves

You forgot Amiga's Kickstart/Workbench which was better than any of those. However, none of them could do what DOS/Windows 3.1. They may have been better from a subjective standpoint, but
You're correct about that, which is why I was careful to say "more advanced and usable" ... no one can argue that Windows 3 outsold and eventually shut out just about everyone except Apple. I'm ashamed that I forgot to mention Amiga because that's what was on MY desk! I had an Amiga 1000 with a serial port connection to my multiuser unix machine (an Altos!). Thankfully I was eventually able to transition directly from Amiga to Linux without having an barely usable Windows machine in between.

That's subjective personal preference speaking. Anyone who was a "computer" gamer was likely doing so on DOS & Windows. Only professionals used anything else. While less true today thanks to the very OS subject of this article, back then, you were either gaming on PC with DOS or Windows, or you were on a console of some type.

So what? The argument being made here is not that Windows was a marketplace failure. It is that Windows was awful. And it still is.
Not at all. It wasn't the best looking, nor was it the cleanest. It WAS the most versatile and that's what gave it the edge. With Windows 11, this still rings true, though to an arguably lesser degree.

CONFIG.SYS called and it wants its tired old argument back.
